Using my Adobe Reader 9, I noticed in the Document/Security/Show Security Properties that the publishers disabled “Commenting” on the Security tab. Short of shelling out the cash for a third party pdf reader that does annotations (e.g. Foxit, PDF-XChange Viewer), is anyone aware of a work-around so that I can take notes directly on the document – some obscure open-source plugin that I perhaps am unaware of?

My search engine efforts keep leading me to software for tablets, OCR stuff, not a simple sticky/note-taking utility for pdf documents on Windows XP.

Would anyone know if Foxit or PDF-XChange Viewer could be used to read and annotate this password protected book?  Annotation is what I'd love to be able to do – you know, just take notes as I read.  It's a no-go with Adobe Reader.
