Isolating a Bad player- book example

This hand is on page 152 of the book. We have position on a 64/3 player, so the basic strategy is to isolate him with a very wide range of hands. In this hand we have K8cc and the bad player mini-raises to 4$. The authors says to 3bet him to 14 or so. I dont get why we are 3betting here with a weak hand a player that only raises 3% of his hands..

IIRC that's already in the Erratta post and that his stats should read 64/30.
